Welcome 2025! Wow, this new year has brought storms everywhere!! We have had record snowfalls here in WV. When the snowstorms come, we hunker down, build a fire and put on a pot of soup. Oh, the challenge and the beauty of the seasons! It reminds me of the different regulatory seasons through which we all navigate as well.
As we move toward Spring, I want to take a moment to recognize the dedication and expertise that speech-language pathologists and audiologists bring to their work every day. Your commitment to enhancing communication and improving the lives of individuals across the country does not go unnoticed. And your volunteer work on your respective licensing board is commendable.
We are already hard at work for you renewing our secretariat contract with the Audiology and Speech-Language Pathology Interstate Compact Commission. You will be pleased to know that the ASLP-IC is on schedule to become operational in 2025. NCSB and its many volunteers have played a significant role in the formation and organization of the compact. We are so thankful!
The work of unpaid volunteers who give a tremendous amount of time, dedication and collaboration to keep NCSB operational is extraordinary. We would like to welcome our newest member to the Board of Directors (BOD): Jason Wigand, Aud.D., audiologist from South Carolina. We also welcome back Nicole Jeffcoate, M.S./CCC-SLP from North Carolina and Tammy Brown, M.A./CCC-A, ABA from Ohio.
As we begin our planning of another fall conference, NCSB would like to express our gratitude to the sponsors, exhibitors, presenters and attendees for making our 2024 Conference a great success. As the BOD begins to consider the timely topics and speakers impacting licensing boards, we would like to hear from you. NCSB 38th Annual Conference in 2025 September 18-20, 2025

Planning is Underway
The NCSB Board of Directors met on February 28 and March 1, 2025, to plan the annual conference. We have an exciting lineup of speakers and topics addressing regulatory and licensure trends this year. There will be a pre-conference board member training on Thursday, September 18, 2025. The conference will be held on Friday, September 19 to Saturday, 12:30 p.m., on September 20, 2025, at the Embassy Suites by Hilton Hotel in Mount Pleasant, South Carolina. This year’s conference theme will be: Bridging Regulatory Issues in Speech-Language Pathology and Audiology.
Topics will include the state information exchange, artificial intelligence, telehealth updates, and deregulation, to name just a few. Please save the date and plan to attend our 38th annual pre-conference and conference in Mount Pleasant, South Carolina. The 2025 NCSB Workshop and Conference will be held on Thursday through Saturday, September 18-20, 2025, in Mt. Pleasant, South Carolina, just across the Ravenel Bridge from Charleston, at the following hotel:

NCSB Call for Board of Director Nominations Terms Beginning 2026
|
|
|
NCSB will have a call for nominations for three positions on the Board of Directors (BOD). The BOD terms for Doreen Oyadomari and Gregg Thornton will end on December 31, 2025, and Gregg Thornton has expressed an interest in re-election for another three-year term. NCSB will also accept nominations from member states. NCSB is now accepting nominations for board members or board administrators to serve on the Board of Directors. We will send a Call for Nominations to member states with a deadline to receive nominations by June 30, 2025. The election ballot will be sent to member states on July 15 and run until September 5, 2025. In addition, electing three BOD positions, the president-elect will also be elected. For more information about the duties and responsibilities for the BOD position, please see the NCSB Bylaws at: https://ncsb.info/bylaws.
According to the NCSB Bylaws, members of the BOD shall be from states that are members of the Council or shall hold individual membership in the Council and be from a member state. No more than two members of the Board of Directors will be elected from the same state. A BOD member must be either a current or former board member, board administrator, or board attorney.

NCSB 37th Annual Conference Report September 26-28, 2024
|
NCSB hosted its 37th annual board member training workshop and conference September 26-28, 2024 in San Antonio, Texas. The board member training workshop began on Thursday with a statutory authority presentation. Following the statutory authority session in the morning, attendees participated in a mock compliance hearing, a mock disciplinary hearing, discussed ethical decision-making utilizing board scenarios, and examined complaints. The theme for the conference, “Saddle Up! Current Trends and Challenges for Speech-Language Pathology and Audiology Licensure Boards” was carried throughout the conference with sessions focusing on a wide range of topics, including Website Compliance, Mental Health Challenges for Practitioners Post COVID-19, Ethical and Unethical Use of AI, and the Role of Public Board Members. The conference also included updates from ASLP-IC, ASHA, AAA, and ETS representatives. As was expected, the state information exchange was a very interactive session where attendees shared successes and challenges in their respective states.

NCSB Call for Award Nominations

NCSB is now accepting nominations for the Honors Award and Special Recognition Award.
Honors of the Association
The Honors of the Association Award (Honors Award) is intended to recognize an individual for his or her exemplary contributions to NCSB, a licensing board in their state, or an individual employed by an organization or other entity that addresses regulatory issues/concerns for the professions. This individual should have demonstrated a commitment to the monitoring of the professions through one of the following:
- service to NCSB;
- service on a state licensing board or committee that regulates the professions of speech- language pathology and/or audiology; or
- service to an organization or other entity that addresses regulatory issues for the professions.
Such contributions should help to ensure protection of the public or protection of those who receive services from a speech language pathologist or audiologist, or impact in some way the advancement of these professions.
The NCSB Honors Award will be presented annually at the fall conference/meeting of the NCSB.

Special Recognition Award
The NCSB Special Recognition Award is given to individuals who have demonstrated exemplary commitment and contribution(s) in the area of regulation at the state level. Eligible activities or achievements for which the award will be given include, but are not limited to, program development through an innovative and replicable design, extraordinary service and commendable contributions to a state licensure board, and/or recent advocacy activities leading to changes in regulation. Exemplary contributions may be evidenced by a single, specific activity, or by a series of related, integrated activities resulting in the achievement of a common goal.

NCSB would like to announce the following outcomes from the elections for President Elect and NCSB Board of Director positions.
Katie Brice – President-Elect
Texas
Katie is the Deputy Director of Licensing at the Texas Department of Licensing and Regulation (TDLR), where she oversees licensing for speech-language pathology and audiology. Before starting at TDLR in 2016, Katie was the Executive Director for the State Board of Examiners for Speech-Language Pathology and Audiology and the State Committee of Examiners in the Fitting and Dispensing of Hearing Instruments. Katie has a degree in economics from the University of Texas and lives in Austin with her husband, James, sons, Turner and Tait, and stepdaughter, Ava.
We warmly welcome those voted in with terms running from January 2025 to December 2027. Those elected to serve include:
Jason Wigand, AuD
South Carolina
Jason P. Wigand, AuD is a board-certified audiologist and owner of Beach Audiology Hearing & Balance Center. Past roles include working in private practice and nonprofit settings, including serving as clinical director of the cochlear implant program at the University of South Carolina. He currently serves on South Carolina’s licensure Board of Examiners for Speech Pathology and Audiology. He is past president and continuing board member for the South Carolina Academy of Audiology and serves as treasurer for the South Carolina chapter of the Alexander Graham Bell Association for the Deaf and Hearing Impaired.
Dr. Wigand completed undergraduate work at the University of Kentucky and received his clinical doctorate in Audiology from The Ohio State University. His research and clinical expertise include cochlear and auditory implants, speech perception and psychoacoustics.
Tammy Brown, M.A./CCC-A, ABA
Ohio
Ms. Brown is an Ohio licensed member and Fellow of the American Academy of Audiology, American Speech-Language-Hearing Association and the Ohio Speech Language and Hearing Association. She has presented on topics of ethics, OTC hearing aids, genetics of hearing loss, hearing aid fitting rationale and other areas of audiology and state licensure issues. Ms. Brown has also served numerous leadership roles in her community, workplace and her state associations. Currently employed as a clinical audiologist with Miami University, she has over 30 years of experience as a licensed audiologist, primarily focused in pediatric audiology and patient advocacy. She has worked and trained in hospital, school, university and private ENT settings working with consumers across the life span in Michigan and Ohio. Ms. Brown is currently serving as one of the three audiology board members on the Ohio Speech and Hearing Professionals Board and has been elected as the Board’s President since 2018. She formerly served on the Ohio Board of Speech-Language Pathology and Audiology. Ms. Brown is a current Board member and past president of NCSB. She has been elected as the Audiologist assigned to the ASLP IC for Ohio. Her passion for consumers to receive excellent care for their communication needs is fueled by her family, patients and many mentors and the privilege of working with dedicated interdisciplinary teams throughout her 30 years as an Audiologist.
Nicole Jeffcoat, M.S./CCC-SLP
North Carolina
Born and raised in Indiana, Nicole is a Boilermaker to the core and received her BS in Audiology and Speech Sciences at Purdue. She then moved to NC and has been an SLP in the medical setting since graduating with her MS from UNC-CH. She has worked for WakeMed, a non-profit health system in the Raleigh, NC area, for the last 24 years and now manages their Acute Rehab services department. Alongside getting to do something she loves as a career, her other passion is raising two teenage boys which involves significant amounts of time at the baseball field along with her sons and husband.

Update - Audiology & Speech-Language Pathology Interstate Compact (ASLP-IC)
|

|
Background
The Audiology and Speech-Language Pathology Interstate Licensing Compact (ASLP-IC) is a cooperative agreement enacted into law by participating states to facilitate the interstate practice of audiology and speech-language pathology while maintaining public protection. The compact became operational when 10 states enacted the compact language into law, and a Commission now serves as the administrative body to manage the compact. Compact privilege refers to the authorization granted by a remote state to allow a licensee from another state to practice as an audiologist or speech-language pathologist in the remote state under that state’s law and rules. The practice occurs in the member state where the patient/client/student is located at the time of the encounter. The audiologist or speech-language pathologist has a home state of license which is the licensee’s primary state of residence.
Update (provided by Gregg Thornton, Past-President, and Kerri Phillips, Ex Officio)
As of March 2025, there are thirty-four states and one U.S. territory that are members of the Audiology and Speech-Language Pathology Interstate Compact (ASLP-IC). The ASLP-IC will allow practitioners to provide professional services to consumers across state lines via telepractice or in-person. The ASLP-IC Commission expects the compact will be operational by August 2025 and is in the process of finalizing the database system that licensure boards will share to process privileges. The database system is called CompactConnect. The ASLP-IC Commission is sharing the cost to develop the database system with two other compacts, e.g., the Physical Therapy Interstate Compact and Counselors Interstate Compact. The ASLP-IC Commission is proposing a rule to set the “Commission Administrative Fee” at $50.00. Please visit their website to submit public comments on the proposed rule. Each individual member state of the ASLP-IC will establish their “State Fee” which will be added to the Commission Administrative Fee. The ASLP-IC Commission has no authority to dictate to other individual member states the amount of their “State Fee.” The ASLP-IC Commission recommends that the “State Fee” be significantly less than their fee when an out-of-state practitioner applies for a regular license in their state.
Additional, NCSB continues to serve as the Secretariat to the ASLP-IC Commission. As the Secretariat, NCSB provides support professional support services, such as serving as the fiscal agent and providing meeting and registration support services for the ASLP-IC Commission annual commission meeting, held in conjunction with the NCSB annual conference in Mount Pleasant, South Carolina. The Annual ASLP-IC Commission meeting will be held on Saturday, September 20, 2025.

NCSB has been serving as “Secretariat” to the Audiology and Speech-Language Pathology Interstate Licensing Compact (ASLP-ICC) since October 2022? In this role, NCSB helps facilitate the building of the Commision’s “infrastructure” independent from the Council of State Governments where it was initially house.d NCSB assists the ASLP-ICC as it acquires and Executive Director and takes other steps towards full operation.

NCSB Membership

NCSB encourages interested individuals/board to join NCSB. Categories of membership are as follows:
- Full Membership: Organizations eligible to apply for Full Membership are those boards, advisory councils, committees, or comparable bodies which conduct and maintain programs for the licensing of speech-language pathologists and audiologists in their respective states or provinces. The cost for Full Membership is $450.
- Individual Membership: This category is available to any individual who presently has served as a member, executive director, administrator, or attorney affiliated with a speech-language pathology and/or audiology board. Additionally, any SLP or AUD holding current licensure and with an interest in regulatory matters is entitled to apply for this affiliation. Individual members from states that are member boards in good standing shall receive discounted membership. The cost for Individual Membership is $35.00 for individuals whose state is a member board and $50.00 for individuals residing in states that do not hold membership in NCSB.
- Association Membership: This category refers to organizations that either directly or indirectly provide services to individuals with communication disorders and whose members are impacted by licensing or certification of SLPs and AUDs. Individuals may also apply for this level of membership; however, membership is restricted to individuals who are members of an organization eligible to apply for Association Membership. The cost of Association Membership is $450.

Spotlight on Licensure Boards South Carolina Board of Speech-Language Pathologisty and Audiologisty

Each edition of the newsletter provides a spotlight on a regulatory Board. The information may contain news about the members of the Board, how to file a complaint, and other pertinent information for audiologists and speech-language pathologists living in that state. State boards are encouraged to submit information about their Board, particularly if there is legislation in process or if there any been any recent changes to the law and/or the rules. This edition shines the spotlight on South Carolina.
The Board of Examiners in Speech-Language Pathology and Audiology was established in South Carolina in 1974 and falls under the administration of the Department of Labor, Licensing and Regulation. The purpose of the board is to protect the public through the regulation of professionals who identify, assess, and provide treatment, including dispensing and fitting appropriate devices to promote communication, for individuals with communication disorders.
South Carolina became a member of the ASLP-IC in 2022.
The Board of Examiners in Speech-Language Pathology and Audiology consists of five members: two speech-language pathologists, two audiologists, and one public member. The board members are appointed by the Governor with the advice and consent of the Senate. Members serve four-year terms and until a successor has been appointed and qualifies. The board meets quarterly and at other times upon the call of the chairman or a majority of the board.
No person may practice speech-language pathology or audiology without a license issued under the board’s authority. A speech-language pathology intern and a speech-language pathology assistant only may practice under the direct supervision of a speech-language pathologist, and an audiology intern only may practice under the direct supervision of an audiologist as specified by the board.
Applicants for an audiology license with a master’s in audiology degree awarded before January 1, 2007 are eligible for licensure if they meet all other requirements. Licenses are issued for Speech-Language Pathologists, Speech-Language Pathology Interns, Speech-Language Pathology Assistants, Audiologists, and Audiology Interns. South Carolina does not issue Audiology Assistant licenses.
All licenses are issued for two years and expire on March 31 of the second year except for intern licenses, which are valid for 12 months. SLPs and Audiologists must complete 16 hours of continuing education (CE) every license term, and SLP and Audiology interns must complete 8 hours of CE. SLP assistants also complete 8 hours of CE every license term.

National Council of State Boards of Examiners for Speech-Language Pathology and Audiology Corporate Business Meeting Minutes Menger Hotel, San Antonio, TX Friday, September 27, 2024
Call to Order: President Greg Thornton called the 37th annual corporate meeting to order at approximately 1235 PM CST welcoming attendees to the annual NCSB Corporate Business Meeting.
Sponsors: President Thornton identified and thanked the sponsors of this year’s conference - North Carolina Board of Examiners for Speech-Language Pathology and Audiology, West Virginia Board of Examiners for Speech-Language Pathology and Audiology, the American Academy of Audiology (AAA), American Speech Language Hearing Association (ASHA) and the Ohio Speech and Hearing Professionals Board.
Approval of the Agenda: President Thornton asked for approval of the agenda. Motion to approve the agenda was made by Amy Goldman, PA and seconded Larry Molt, AL

Editor’s Report: Katie Brice reported that 2 newsletters were published in 2024, Spring and in August. The next newsletter will be coming out in Spring 2025, attendees should contact Katie if they have anything they would like to add to the newsletter.

ASLP-IC Liaison Report: Kerry Phillips presented updates on the ASLP-IC work being done in 2024 including thanks to Susan Adams, Nahale Kalfas and Larry Molt for their work. Significant work on the data system for the compact has been done as the focus of the compact in the last year. Beta testing to come soon with a goal of a system that works for all. Annual compact meeting scheduled for Saturday afternoon, Sept 28th after the closure of the NCSB meeting. All attendees are welcome to join that meeting.
Report of Past President: Tammy Brown reported the NCSB election results. Reminder to ASLP-IC delegates to RSVP if they have not for tomorrow’s meeting and to cast votes for the executive committee if they have not already done so.
Election results: Tammy Brown, OH (Audiology), Jason Wigand, SC (Audiology), Nicole Jeffcoate, NC (Speech Language Pathology), and Elizabeth Rooney, NC (Audiology) were elected to the board for the coming term Jan 1, 2025 - Dec 31, 2027. Ms. Rooney will be completing the term of Glenn Waguespeck which will end December 31, 2025.
Awards and Honors: Tammy Brown welcomed Larry Molt to present the Special Recognition Award to Susan Adams, Esq., ASHA who has been a champion for the ASLP-IC compact and the professions of Audiology and Speech Language Pathology. Susan has tirelessly advocated among states and helped the ASLP-IC reach it’s current level of 34 member states.
Tammy Brown welcomed Vicki Pullins who along with Theresa Rogers and Kerri Phillips presented the NCSB Honors Award posthumously to Glenn Waguespeck. Glenn served 10 - 3 year terms on the LA state licensing board including 16.5 years as chair. Glenn served on the NCSB board beginning in 1998 - 2023 and served many years as the editor of the NCSB newsletter, serving twice as President and was engaged in great growth and advocacy for SLPs and AuDs.
Announcements: The 38th Annual NCSB Conference will be held at the Embassy Suites by Hilton, Charleston Harbor, Mt. Pleasant, SC. September 18-20, 2025.
Ceremonial Passing of the Gavel: President Thornton passed the ceremonial gavel to incoming President Vickie Pullins, whose term will begin on January 1, 2025.
Adjournment: President Thornton adjourned the meeting at 1311 CST.
